iCloud Storage Size
How much iCloud storage would be required for 65,000+ photos?

That depends entirely on how big the files are. If they are all the same, check the file size (select a photo and hit command-i - the info pane will show the size). Multiply that by 65,000 and you will get an idea. (If they are all different, go for one which is about medium between the largest and smallest, but obviously this can only give you a very vague idea.)
